- Call for 2008 Meeting Papers on "Categories and the Politics of Global Inequalities"
Program chairs Jane Junn, Rutgers, University-New Brunswick, and Ed Keller, UCLA, challenge scholars to carefully reconsider the evolving relationship between categories and global inequalities. Categorization and differentiation of ideas, people, institutions, and nations has continued as an unabated intellectual force in the 100-year history of political science as a professional discipline. Changes in world political economy and social organization like globalization, democratization, and international migration, highlight the dynamic character of the distinctions manifest in categories, and invite a close examination of the construction, interpretation, and maintenance of categorical boundaries.

- 2012 Annual Meeting Siting in New Orleans
Questions have come up about the siting of the 2012 Annual Meeting in New Orleans, in light of Louisiana's constitutional amendment limiting marriage to one man and one woman. President Pinderhughes has asked if the APSA office would circulate background information about siting APSA meetings, the 2012 annual meeting site, and the selection New Orleans as a location.
A summary of this information follows, and there is a more extensive discussion of it online at www.apsanet.org/content_47473.cfm. The Council has asked for further study and recommendations about these issues from the Committee on the Status of Lesbians, Gays, Bisexuals and the Transgendered in the Profession and from the Annual Meeting Committee, and is itself framing a number of questions regarding whether lesbian and gay partners can have their civil rights to make emergency decisions respected the specific legal vulnerabilities in various cities where we meet. In the meantime no new siting decisions are being made with respect to the Annual Meeting until the Council can further review our policies.
Some of the key background points are this:
- APSA has a signed contract with the Marriott and Sheraton Hotels to hold our meeting in New Orleans in 2012. New Orleans was selected as part of a Council-approved rotation to go to all regions of the country. This contract was signed in 2003, one year before Louisiana adopted a constitutional amendment against gay marriage.
- The contract includes language asserting long-standing APSA policy that if the city establishes or enforces laws that violate civil rights of APSA members we may terminate the contract, including with respect to sexual orientation and marital status. This language was adopted many years ago at the request of the Gay and Lesbian Caucus.
- The Committee on the Status of Lesbians, Gays, Bisexuals and the Transgendered in the Profession has asked this year that this principle be extended to state policy – specifically to states with Constitutional amendments banning gay marriage. Twenty-six states have such Constitutional provisions. The Committee’s documentation noted that 19 other states have statutory restrictions limiting marriage to one man and one woman, including many states in which APSA regular holds its meetings. (Only Massachusetts issues marriage licenses to same-sex couples and the remaining states allow different kinds of civil unions.) The LGBT committee themselves did not extend their petition to the states with statutory restrictions.
- The Annual Meeting Review Committee, considering the implications of a 26-state, and possibly a 45 to 49-state, limitation on meeting siting and other issues, recommended that the current city-level policy provision remain the policy.
- The Council accepted the Annual Meeting Review Committee position for the time being, while asking the Committee on the Status of Lesbians, Gays, Bisexuals and the Transgendered in the Profession for further clarification of its recommendation and for continued discussion with the Annual Meeting Committee.
- APSA has deferred making any new annual meeting contracting decisions until the siting policy is resolved. Decisions about the Teaching and Learning Conference site are needed on an annual basis, and we will handle this on a case-by-case basis with wide consultation.
- With respect to the existing contract in New Orleans, if we terminated the contract, our understanding of the worst case is that we could face financial damages to the hotel that could be extreme (e.g. in the realm of the value of the sleeping room revenue the hotel would have expected had the meeting occurred).

- APSA PROGRAMS AND GOVERNANCE NEWS
- Minority Fellows Program APPLICATION DEADLINE APPROACHING: October 26
The APSA Minority Fellows Program, which was established in 1969 as an effort to increase the number of minority scholars in the discipline, has designated more than 300 fellows and contributed to the successful completion of doctoral political science programs for dozens of ndividuals. Fellows with stipends receive a $4,000 fellowship that is disbursed in two $2,000 payments--one at the end of their first graduate year and one at the end of their second--provided that they remain in good academic standing. Additional applicants who do not receive funds from the Association may also be recognized and recommended for admission and financial support to graduate political science programs. Awards are based on students' undergraduate course work, GPA, extracurricular activities, GRE scores, and recommendations from faculty.
The Minority Fellows program is designed primarily for minority students applying to enter a doctoral program in POLITICAL SCIENCE for the FIRST TIME. Additional eligibility criteria include:
- Applicants must be members of one of the following racial/ethnic minority groups: African Americans, Asian Pacific Americans, Latinos/as, and Native Americans (federal and state recognized tribes);
- Applicants must demonstrate an interest in teaching and potential for research in political science;
- Applicant must be a US Citizen at time of award; and
- Applicants must demonstrate financial need.

- Vincent Hutchings Named to Fill Position on APSA Council
Vincent Hutchings of the University of Michigan has been named by the council to fill an interim position on the council through October 2007. The interim position occurred because Janet Box-Steffensmeier assumed the position of Treasurer before her term as member on the council ended. Normally Box-Steffensmeier would have remained as a council member until the conclusion of the election. However because of her treasurer appointment, her council seat became vacant. Hutchings was named to step in as council member until the completion of the election, November 1, 2007, in which eight (8) new council members will be appointed.
Professor Hutchings' general interests include public opinion, elections, voting behavior, and African American politics. He has served as annual meeting program division chair in 2005, and has served on APSA's Committee on the Status of Blacks in the Profession and on the Minority Fellows Selection Committee.

- APSA Council Election Underway
During the Annual Business Meeting on September 1, 2007, Elections Committee Chair Bryan D. Jones verified a challenge to the slate of nominees for seats on the APSA Council. An all-member electronic election is underway to determine the eight Council members who will serve on the 2007-8 Council in addition to the officers who were declared elected without contest. The election began on October 1 and will end on November 1, 2007. Notifications about how to participate in the election were sent to all members and reminders will be sent throughout the election period. The APSA Nominating Committee welcomes your suggestions for candidates for the 2008-09 Council. This year, 8 Council seats, 3 vice presidencies, and the offices of president-elect, treasurer, and secretary are open. Council members and the treasurer serve staggered two-year terms. The president-elect, vice presidents, and secretary all serve one-year terms. Recommendations for Standing and Award Committee Members
APSA depends on the work of several constitutional, Council-authorized, and special purpose committees for effective leadership and guidance. - Ever Have Trouble Flying or Entering the United States?
At the August 2007 annual meeting, the APSA Council designated a Council Group on Transportation Security and Civil Liberties (Tony Affigne, Melissa Williams and Timothy Kaufman-Osborn) to look into issues that might arise in border crossings with those attending the 2009 APSA meeting in Toronto, Canada, and more broadly with scholarly travel in and outside the U.S. Among the issues of concern are airport “no fly” and “selectee” lists which can hinder and even prevent air travel, any special concerns of resident alien scholars, the effectiveness of the Traveler Redress Inquiry Program (TRIP) as a remedy for anyone who feels their name was mistakenly added to a “no fly” list, or whether there are particular groups or parts of the country where these Homeland Security/Transportation Security Administration measures are more rigorously enforced.
In order to get some dimension of how these issues have impacted the APSA membership, the Council Group would appreciate anyone who has encountered such difficulties in their domestic or international travel to respond by email with whatever details seem relevant (denial of a boarding pass, delays in resuming travel, etc.)
We hope to hear from anyone with helpful information, regardless of whether they are members of APSA or not.
We would also appreciate the assistance of department chairs in terms of encouraging members of their departments, regardless of whether they are members of APSA or not, to respond.
The Council Group will prepare travel recommendations for all APSA members, to minimize inconvenience you may face as you travel to the 2009 Toronto meeting, or to any other professional destinations. There is an urgent need for mentors in the profession. As a mentor, you can act as a resource for colleagues in specific areas of interest to provide advice or share your experience on topics such as selecting a dissertation committee, publishing, planning a research agenda, managing life as a junior faculty, or balancing family and work. APSA is especially looking for those who can serve as a resource for scholars in groups historically underrepresented in the discipline.

- Call for Applications: SPPQ Associate Editor for "The Practical Researcher"
The editors and an advisory committee seek applications from and nominations of scholars to assume the position of Associate Editor of State Politics and Policy Quarterly for a four-year term beginning in the summer of 2008. The term of the current Associate Editor, Donald Haider-Markel of the University of Kansas, ends at that time.
The principle responsibilities of the Associate Editor are:
- Soliciting, reviewing, and making editorial decisions on manuscripts for
SPPQ's "The Practical Researcher" section;
- Maintaining and developing SPPQ's Data Resource web site

The National Science Foundation Political Science Program supports scientific research that advances knowledge and understanding of citizenship, government, and politics. Research proposals are expected to be theoretically motivated, conceptually precise, methodologically rigorous, and empirically oriented.
Substantive areas include, but are not limited to, American government and politics, comparative government and politics, international relations, political behavior, political economy, and political institutions.
