    4. ROBERT AXELROD'S PRESIDENTIAL ADDRESS: "CAN POLITICAL SCIENCE "EXPORT" TO OTHER DISCIPLINES AS WELL AS WE "IMPORT" FROM THEM?"
      On Thursday, at 8:00 p.m., APSA President Robert Axelrod of the University of Michigan will deliver his Presidential Address on "Can Political Science "Export" to Other Disciplines as Well as We "Import" from Them?" 

      Following the Presidential Address, APSA will host the 103rd APSA Annual Meeting Opening Reception.

      Working group participants convene throughout the meeting and attend relevant panels in order to discuss, in depth, a common theme. The idea is to encourage networking and simulate a focused working group conference amidst the wide variety of APSA panels.   2. APSA GOVERNANCE AND PROGRAMS
    1. HOW WOULD YOU CHANGE THE ANNUAL MEETING?  APSA INVITES YOUR COMMENTS
      The Annual Meeting Review Committee submitted a preliminary report to the Council in April and will make final recommendations to the APSA Council at its September meeting. You can review the committee's findings and recommendations at www.apsanet.org/section_739.cfm.

      The Committee solicited and reviewed over 300 comments from the membership, reviewed polls of 2006 Annual Meeting attendees and non-attendees, and considered other pertinent information in its review of the Annual Meeting procedures, practices, and operations. The Committee invites you to post public comments and suggestions on this message board set up for this purpose, or you can send them privately to the committee at amreview@apsanet.org.

    2. WHOSE NAME GOES FIRST ON THE PAPER? WORKING GROUP ON COLLABORATION RELEASES REPORT AND SEEKS FEEDBACK
      At the APSA Chicago Annual Meeting, the Ethics Committee will sponsor a panel entitled, "The Ethics of Collaborative Research: Guidelines for Junior/Senior Faculty and Graduate Students)," a discussion of the findings of a special Ira Katznelson-appointed working group on the ethics involved in collaborative research with junior and senior faculty. Panel participants will include Kanchan Chandra, Gary King, Edward Mansfield, Jennifer Gandhi and Arthur Lupia, along with chair Ethics Committee Chair Paul Sniderman. After looking at the task force report, Scott Jaschik writes in the July 20 issue of Inside Higher Ed article "Who Gets Credit?":
      In the physical and biological sciences, it's common for papers in journals to have multiple authors. . . . Political science historically has been a field more like history, with single-author work the norm. But increasingly, political scientists are writing together -- and that has led the American Political Science Association to start a discussion on the implications this has for the faculty members and graduate students involved. The association wants to talk about such issues as whose name goes first in a paper -- a question that might seem minor, but may not be to a candidate up for a job or for tenure. More broadly, the association wants professors to talk about how collaboration is taught to graduate students.
      These are discipline-wide issues that merit broad Association membership engagement and discussion. The working group's collaborative research report is available on the APSA website along with information on how to provide feedback for further consideration.

    3. TEACHING AND LEARNING CONFERENCE CALL FOR PROPOSALS AND WORKSHOPS OPEN NOW
      Start planning now for the 2008 APSA Teaching and Learning Conference, which will be held in San Jose, California from February 22-24, 2008. With the Teaching and Learning Conference, APSA promotes greater understanding of cutting-edge approaches, techniques, and methodologies for the political science classroom. This conference provides a unique forum for scholars to share effective and innovative teaching and learning models and to discuss broad themes and values of political science education.

    5. APSA INDIA-U.S. PROJECT
      With support from the MacArthur Foundation and the leadership of former APSA President Ira Katnelson, APSA is undertaking a project to advance theoretically-informed knowledge about concepts, challenges, and issues that vex India and the United States -- the globe's largest and most complex democracies. In so doing, this undertaking promises to build closer ties between colleagues in India and the United States and enrich scholarly communities in both countries. Working at the intersection of political science, social theory, and studies of public policy, this venture seeks to show how moving across traditional boundaries that divide subjects, modes of inquiry, and national traditions can deepen understanding of fundamental issues.

      We envisage a program that would build a series of workshops with Indian and American scholars around the development of a volume of essays inspired by the writings of Alexis De Tocqueville that would be concerned with a small number of issues vital to both countries. The volume, edited by Partha Chatterjee and Ira Katznelson, will be composed of reflective essays written by senior, experienced scholars. Members of this cross-national group--with skills concerning governance, multiculturalism and ethnic conflict, electoral studies, and democratic theory--share an understanding of the intellectual and applied aims of this project and have an ardent commitment to developing deep and reflective ties between their scholarly communities. The essays they will write will take up significant and enduring puzzles that Tocqueville discusses but that are also germane today. These will be grouped together under a small number of headings, and will utilize available bodies of research rather than be vehicles for reporting on new studies. In this, as in other ways, the volume will be distinct from more deliberately and formally comparative projects.

      The volume would, following introductory discussions, take up four or five central Tocquevillian themes, about which at least one American and one Indian scholar would write. Candidates for these topics include:
      • religion and the public sphere
      • the emergence of subalterns into democratic politics
      • the character of nationalism
      • mediocrity and excellence
      • liberty and secrecy
      • the character of a free press pluralism and representation
      • the character of citizenship
      • how military and commercial ambitions are entwined

    7. CENTENNIAL CENTER SUMMER ACTIVITIES
      The Centennial Center for Political Science and Public Affairs periodically sponsors events that bring together the scholarly community, policy makers, the media, and general public for discussions of broad interest. This summer, the Center has hosted a biweekly "brown bag" summer lunch series. Presentations--including a question-and-answer period continue to be held on Friday afternoons between 12:30 and 1:30 p.m. in the Aaron Wildavsky Conference Room (3rd floor) of the APSA National Office, located at 1527 New Hampshire Ave. N.W., Washington, D.C.

  3. SCHOLAR SUPPORT
    1. MINORITY FELLOWS PROGRAM ACCEPTING APPLICATIONS
      The APSA Minority Fellows Program has designated more than 300 fellows and contributed to the successful completion of doctoral political science programs for over 70 individuals. The Minority Fellows Program designates up to twelve stipend minority fellows each year. Additional applicants who do not receive funds from the Association may also be recognized and recommended for admission and financial support to graduate political science programs. Fellows with stipends receive a $4,000 fellowship that is disbursed in two $2,000 payments. Awards are based on students' undergraduate course work, GPA, extracurricular activities, GRE scores, and recommendations from faculty. The Minority Fellows program is designed primarily for minority students applying to enter a doctoral program in POLITICAL SCIENCE for the FIRST TIME.     2. SMALL RESEARCH GRANT RECIPIENTS ANNOUNCED
      APSA is pleased to announce the recipients of the 2007 Small Research Grant Program. This year, awards averaging $1,636 went to 11 scholars. The Small Research Grant Program supports research in all fields of political science, designed to support the research of political scientists who are not employed at PhD-granting institutions.

    3. BECOME A MENTOR - FIND A MENTOR
      The APSA mentoring initiative is an opportunity for all political scientists to to share experience and insights about career planning, scholarship, and professional issues.

      Become a Mentor
      Currently APSA has 140 mentors who have joined the initiative. However, with over 400 inquiries from prospective mentees this year alone, it is clear that there is an urgent need for mentors in the profession. As a mentor, you can volunteer to act as a resource for colleagues in specific areas of interest to provide advice or share your experiences on topics such as selecting a dissertation committee, publishing, planning a research agenda, managing life as a junior faculty, or balancing family and work. APSA is especially looking for those who can serve as a resource for specific communities of scholars, such as groups historically underrepresented in the discipline.

      APSA urgest you to join our initiative and become a mentor. Please visit the "Become an APSA Mentor" page and review the mentoring initiative process. Be sure to complete the mentor profile to become an APSA Mentor. Once you are listed with us as a mentor, we will, from time to time, provide your name (along with others) to those seeking a mentor with your qualifications. Once matched, it will then be up to the mentee to contact you directly to begin the conversation.

      Find a Mentor
      Graduate students, young scholars and teachers, minorities and women, senior faculty confronting retirement, or any colleagues in the discipline may sign up for a mentor. When you request a mentor, you will be provided with a list of contacts in the field who have expressed willingness to serve as a mentor on the issues that you specify. You may then select from this list the individual you would like to contact, and then contact them directly. Visit the "Find an APSA Mentor" page to learn more.

    4. IDENTIFY TALENTED MINORITY GRADUATE SCHOOL CANDIDATES
      APSA seeks your assistance in identifying talented undergraduate minorities interested in pursuing doctoral study in political science. In 1989, the Minority Student Recruitment Program (MSRP -- formerly MID) was established as part of an effort to diversify the political science profession. Faculty members in undergraduate programs are strongly encouraged to contact and talk to minority students about careers in political science, and then submit the names of promising candidates for graduate study to the MSRP database. Core Schools -- graduate programs participating in the MSRP Program -- actively recruit students identified in the MSRP database. The program complements the important efforts already made through the Ralph Bunche Summer Institute and APSA Minority Fellows Program.

    5. SPACE AVAILABLE IN CENTENNIAL CENTER
      APSA Headquarters and Centennial Center building The Centennial Center for Political Science and Public Affairs can be an invaluable resource to political and social scientists. Housed in the APSA headquarters near Dupont Circle, the Center provides a great base of operations for scholars researching in Washington, DC. It offers visiting scholars a furnished work space, telephone, fax, computers, Internet access, conference space, a reference library, and access to George Washington University’s Gelman Library.

      Visiting Scholar stays range from a few days to 12 months. Space is limited to APSA members and available to faculty members, post-doctoral fellows, and advanced graduate students from the U.S. and abroad. There are a limited number of funding opportunities available to support Visiting Scholars. Prospective visiting scholars may apply at any time. Positions are awarded on a space-available basis.   4. NEWS IN THE PROFESSION
    1. SOUTHERN POLITICAL SCIENCE ASSOCIATION SEEKS EXECUTIVE DIRECTOR
      The Southern Political Science Association (SPSA) invites applications for the position of Executive Director. Under the guidance of the Executive Council and in concert with the Association's constitution and bylaws, the Executive Director helps lead SPSA by providing administrative services to the organization; supervising the successful execution of an annual meeting; interacting with and responding effectively to members, officers, and partners who help carry out the work of the association; anticipating needs of the Association and alerting the Executive Council of them in a timely manner; providing creative options to meet those needs; hiring, evaluating, and motivating a small local staff; overseeing communications to the membership, including the website; providing timely, accurate expense and revenue reports and projected budgets to the Council; keeping permanent records of the work of the administrative office; alerting officers and Council of deadlines and their tasks; and performing related duties.

      The successful candidate will have a Ph.D. in political science or a related discipline, have and maintain an academic appointment in a university or college willing to host the Association's administrative office; be comfortable in public presentations; understand and appreciate political science and the purposes of a scholarly society; be effective in pursuing such purposes; enjoy working in a consultative fashion; write and speak articulately; have substantial leadership, budgeting and administrative experience; and have a pro-active leadership style.

      Hosting the Association's administrative office entails certain obligations of the Executive Director's home institution, including, for example, providing office space for the organization; some combination of release-time from a portion of the teaching expectations by the institution and summer salary for the applicant; and some work-study or student help for the SPSA office. The assistance provided by the host institution is negotiable but essential. The Association provides a stipend to the Executive Director and resources for the staff and operation of the office. The term of the Executive Director is four years, renewable.

      Applicants should send a C.V. and cover letter detailing their appropriate experience, the ways in which they might strengthen the organization, and a list of three references. Also in the letter applicants should provide evidence of the willingness of their home institution to host the Association's office and a description of the resources the home institution is willing to commit. The Southern Political Science Association was established in 1929 to further the scholarly purposes of its members who today hail from throughout the U.S. and abroad. The Association believes in the principle of diversity and thus minorities and women are encouraged to apply. It also encourages qualified applicants, irrespective of region. The search committee will begin to review applications after September 30, 2007. The position will remain open until filled. Starting date is negotiable but no later than July 1, 2008.       In July, the APSA journals, American Political Science Review, PS: Political Science & Politics, and Perspectives on Politics, began using the web-based editorial management system Editorial Manager to accept new manuscripts, invite and receive peer reviews, and edit and manage the journals.
