Change and Complexity in Chinese Politics and Diplomacy Guoli Liu, liug@cofc.edu (College of Charleston) In consisting with the main theme of the 2010 APSA meeting on “The Politics of Hard Times,” the Global Forum of Chinese Political Scientists welcomes paper proposals addressing significant theoretical and policy issues in China’s domestic politics and international relations in difficult internal and external circumstances. On the domestic front, we welcome paper proposals addressing serious political, economic, cultural and social crises that China is confronting today. Can a “harmonious society,” proposed by Hu Jintao, be constructed in a complex and rapidly modernizing society? Can China achieve sustainable growth in the age of growing environmental crisis and diminishing natural resources? Will political legitimacy be undermined if the leadership cannot meet rising popular expectation in the age of global financial crisis? On foreign policy front, we encourage paper proposal focusing on China’s growing role in an increasingly interdependent world. While China’s regional and global influences are growing rapidly, there are still serious concerns among China’s neighbors and other great powers about China’s capability and intention. Whether China can successfully deal with the international uncertainties and manage its relations with other great powers remain to be seen. We also encourage paper proposals that systematically examine the linkages between China’s domestic politics and international relations. Will the hard times make China more inward looking or more open-minded? Can China become stronger and more peaceful if it succeeds in meeting the multiple challenges of the hard times? In sum, we welcome papers addressing the significant issues in Chinese domestic politics and foreign policy in a tough environment from diverse theoretical and policy perspectives. |
